in a real life a silencer doesnt always slow the speed of the bullet... but most of the time it does. its aim is to slow the speed of propellant gases which as a side effect of shooting, this reduces the sound. it does reduce muzzle flash... and technically it does reduce the recoil on a gun. if the gun is heavier (with a silencer on) the gun requires more energy to be kicked back (recoil) the same distance. the bullets always provide the same energy (recoil) and so with a slightly heavier gun it is made slightly steadier and thus should reduce the recoil... however this change in mass in quite small compared to a gun so wouldnt make a large difference, maybe not even notable. all depends on the weight of silencer.
